Released January 2, 2002In 2000 we asked the Emergency Management Team of APHIS's Veterinary Services, the people handling the first outbreak, what it would take to see RHD handled properly. We were asking in terms of needed legislation and therefore financial allocations to fund the legislation. And please note, this was when we were on good terms, before the communication blackout. We were never given an answer.Recently a post was received by the email list EtherBun in which someone in contact with scientists with the USDA informed everyone that the reason nothing was being done was a lack of funding. We don't believe this. We believe that the reasons the USDA has back-shelved RHD is far more involved. In an effort to explain the reason we hold this belief the following has been prepared.
